The Program Manager of Youth Services position provides leadership and oversight to the work processes and systems of the B.A.S.E. (Building Abilities for Successful Employment) program under the Pre-Employment Transition Services (Pre-Ets) for Students with Disabilities. The primary emphasis of the position is to coordinate oversee, and facilitate all processes and systems which relate to admissions, discharges, outcome measures of enrollees, ensure service delivery, and community activities while ensuring the highest quality of service and meeting the highest standard of compliance with appropriate regulatory and funding bodies.
Core Responsibilities
- Oversee planning and implementation of the Pre-Employment Transition Services (Pre-ETS) for Students with Disabilities.
- Serve as liaison between agency leadership and outside partners for the successful execution of the Pre-ETS program.
- Complete enrollment process including intake and discharge responsibilities and other required submissions related to student enrolment.
- Oversee and maintain the timely completion of all necessary records and reports, including VR370 billing, stats, and satisfaction surveys.
- Provide guidance and support for all people/students receiving services.
- Provide training activities for new and existing staff to include staff assignments, strategies for working with youth, and Explore.
- Provide transportation and community inclusion opportunities for the students as required to carry out Pre-ETS goals and services.
- Ensure opportunities for staff development and maintain a work environment conducive to performance excellence and full participation of individuals or teams.
- Analyzes information and data in order to make process improvement, achieve performance results, strategic planning and to facilitate leadership decisions.
- Implement and ensure compliance with the policies, procedures and regulations of the agency and external regulatory bodies
- Provide ongoing recruitment efforts and initiatives to meet program need.

- Must be able to work independently.
- Must be able to process information and make well-thought out decision with agility, as decision made may impact continuation of services and support to families.
- Exceptional verbal and written communication skills.
- Must be able to communicate with various constituencies who come from diverse backgrounds-consumers, families, community, executive leadership and funders.
Qualifications
- Bachelor’s Degree in Human Services or related field.
- 3-5 years’ experience in Human Services preferably with youth.
- Must have a valid NYS Driver’s License-travel is required.
